SAVE THE HOSPITALITY

MANIFESTO FOR THE REFORM OF THE ART. 53 C) that penalize those who help to foreigners in irregular situations.
"SAVE THE HOSPITALITY"
"All human beings are born free and equal in dignity and rights, endowed with reason and conscience have a duty to behave fraternally with each other" (art. 1 Universal Declaration of Human Rights). One of the duties in all cultures, and in some, a sign of identity, is "hospitality." This ethical duty, resulted in a penalty even if its omission creates risks for the physical integrity of another, is seriously threatened thrives in Spain where the announced reform of legislation on aliens. A trend criminalized illegal immigration (considering the person who wants to survive by traveling the globe as a dangerous offender), joins the framework of a penalty to persons engaged in solidarity duty of hospitality, placing altruistic behavior as a form of prohibited "promotion of illegal stay in Spain." This automatically puts in a situation of illegality thousands of people who accompany them, stay in their homes and support to people without papers. Thus, NGOs, religious congregations and citizens who are exercising the duty of hospitality and solidarity with the immigrants in irregular administrative situation, would pursue his action. Moreover, the reform seeks to rely on the silence of citizens before these outrages against human dignity and fundamental rights. Specifically, art. 53 c) Draft amendment to the Aliens Act as a very serious sanction with a fine of 501 to 30,000 euros "who promote the illegal stay of foreigners in Spain. It is believed that promotes illegal stay abroad as dependents of the offender and prolong the stay beyond the period authorized by law. " Under the pretext of protecting undocumented aliens from abuse and gangs, their vulnerability increases exponentially and deprived of all sorts of social solidarity. This legal reform has enormous ethical and political: establishing a rule that makes an illegal value principle as structurally necessary in a state as is solidarity. The purpose of this rule is to intimidate the Spanish citizens or foreigners with papers to deny all forms of assistance to the person in an irregular situation and it is left without any aid, in the street, without food or clothing , no money, so that through the pressure of this situation of insecurity absolute returns. Never mind that "everyone has the right to leave any country, including his own" (Art. 13 Universal Declaration of Human Rights) and that "persecution if everyone has the right to seek and enjoy asylum in other countries "(Article 14 UDHR). In this situation, we present: 1 .- What we found, after many years hosting and support vital pathways of people in extreme personal and social vulnerability, the value of solidarity and harmony in our homes as a specific form of human expression and social responsibility to those they do not have the minimum of survival-house, bread and work. 2 .- That a significant part of the responsibility for the misery that are the home villages of those who have to migrate to Spain is due to historical processes and economic policies and colonial (and decolonization) of the States called First World, maintaining interest in supporting democratic regimes are not transparent or the third parties (including, incidentally, arms sales and trafficking). 3 .- The principle of solidarity with the most destitute of the world is an ethical element of legitimacy in a democratic society is called, which finds that the goods of the earth have a universal destiny and that neither ownership nor borders can have an absolute value to the misery of others and their right to survive. 4 .- The Spanish government loses legitimacy and legal ethics when it legislates against the essence of human rights, stripped of all types of material aid to people in an irregular situation and seeks to intimidate those who carry heavy penalties and hospitality caring for others. In response, independent of numerous other discrepancies, we propose to the Government, at this point, as a true ethical minimum, modify the draft in terms of policy to include the need for "profit" on the offender to be be punishable.
